This patch adds telemetry packet parsing and unit tests.

sometimes position packets have trailing spaces. this patch fixes the parsing of those packets.
sometimes the analog values in telemetry packets don't contain a leading zero. this patch fixes and tests for that.
Technically invalid, but we should try and parse them anyway as it's just whitespace.
Sometimes item reports contain more whitespace than needed, but we have to account for it.
